ARTICLE 1.03. – ELECTIONS
§ 1.03.001 State law.
All elections pertaining to the city’s affairs shall be governed by and conducted in accordance with the election laws of the state, specifically the V.T.C.A. Election Code.
§ 1.04.001 Composition; election and term of members; presiding officer.
The city council shall have a mayor and six (6) council members. The terms of the mayor and council members shall be for two (2) years. The mayor shall be elected at large, and two (2) council members shall be elected from each of the three (3) wards herein established. Each council member must reside within the ward from which the council member is elected. The mayor shall be elected in even-numbered years. One (1) council member from each ward shall be elected in even-numbered years, and one (1) council member from each ward shall be elected in odd-numbered years. The mayor shall be the presiding officer of the city council. At the first meeting of each new city council, or as soon thereafter as practicable, the city council shall elect one (1) councilmember to serve as mayor pro tempore for a term of one (1) year and to perform the duties of the mayor in the event of the mayor’s failure, inability, or refusal to act. The mayor shall only be allowed to vote in case of a tie vote on any matter, except one relating to an election.
